Foreign Bank Account Report (FBAR), officially FinCEN Form 114, is required for US persons with foreign financial accounts whose aggregate value exceeded $10,000 at any point during the calendar year. Filed separately from tax returns (with FinCEN, not IRS) by April 15 (automatic extension to October 15). Reports: account numbers, financial institution names and addresses, maximum value during year. Penalties for non-willful violation: $10K per violation. Willful violations: $100K or 50% of account balance, whichever is greater. Combined with FATCA Form 8938 for many taxpayers. FBAR has no minimum balance under $10K aggregate — even forgotten old accounts can trigger requirements.
