Section 8 is the federal Housing Choice Voucher Program providing rental assistance to low-income families, elderly, and disabled — administered by local Public Housing Authorities (PHAs). Tenants pay 30% of adjusted income toward rent; the voucher covers the difference up to Fair Market Rent. Landlord receives guaranteed monthly payment from PHA. Pros for landlords: stable monthly income, motivated tenants (don't want to lose the voucher), payment reliability. Cons: PHA inspections (must pass Housing Quality Standards), bureaucratic process, voucher amount caps. Some states/cities prohibit landlord discrimination against Section 8 holders (source-of-income protection); others don't. Provides important rental access for low-income households.
